De l'art d'entretenir la haine. Un haut dirigeant de la NHK, la télévision publique nippone a tout bonnement nié dimanche le massacre perpétré par les troupes impériales à Nankin en 1937. « Des pays n'ont pas prêté attention à la propagande du dirigeant nationaliste chinois Chiang Kai-shek… sur les massacres qui auraient été commis à Nankin par le Japon. Vous savez pourquoi ? Parce que ça n'a jamais existé », a lancé Naoki Hyakuta, lors d'une réunion politique à Tokyo.
M. Hyakuta, cité par plusieurs médias mardi, était venu soutenir un candidat d'extrême droite au poste de gouverneur de la métropole. Ce dernier, l'ancien chef d'état-major de l'armée de l'air Toshio Tamogami, avait été limogé en 2008 après avoir déclaré que durant la dernière guerre le Japon n'avait pas été un agresseur.
« Je suis au courant de ces déclarations (de M. Hyakuta), mais il me semble que cela ne viole pas le règlement intérieur de la NHK. Le gouvernement n'a pas à se prononcer », s'est contenté de répondre le secrétaire général du gouvernement, Yoshihide Suga.
QUERELLES INCESSANTES
La Chine chiffre à 300 000 le nombre des morts lors de la vague de tueries, de viols et de destructions perpétrées par les militaires nippons durant les six semaines qui ont suivi leur entrée dans Nankin, le 13 décembre 1937. Selon des universitaires étrangers, le bilan serait toutefois nettement moins élevé. L'historien américain Jonathan Spence estime ainsi que 42 000 civils et militaires ont été tués, et 20 000 femmes violées, dont beaucoup sont mortes par la suite. C'est la deuxième fois en quelques jours que la NHK est sous les projecteurs : le 26 janvier, son tout nouveau PDG, Katsuto Momii, avait affirmé que la prostitution forcée de femmes par l'armée était une pratique « fréquente dans tous les pays en guerre ». Le code de déontologie de la NHK impose aux douze membres du comité directeur de la télévision publique de « servir la démocratie en assurant un contenu équitable et politiquement neutre ». Face à cette volonté de minimiser le rôle de l'armée impériale, le gouvernement ne s'était pas prononcé sur le fond et avait simplement dit qu'il s'agissait des opinions personnelles de M. Momii, un protégé du premier ministre, Shinzo Abe. Le massacre de Nankin et les esclaves sexuelles sont au cœur des polémiques incessantes depuis des années entre le Japon d'un côté et la Chine et la Corée du Sud de l'autre.

Le 15 août dernier, jour anniversaire de la capitulation en 1945 du Japon impérial, le très nationaliste premier ministre Shinzo Abe avait rompu avec une tradition bien établie depuis une vingtaine d'années en n'exprimant aucun regret envers l'Asie pour les souffrances infligées par le Japon, et ce en présence de l'empereur Akihito. Et c'est le même Shinzo Abe, petit-fils d'un ancien ministre de l'armement pendant la guerre (emprisonné par les Américains après le conflit mais jamais jugé), qui a choisi – pour marquer son premier anniversaire au pouvoir fin décembre – d'aller prier au sanctuaire Yasukuni à Tokyo, où sont honorés 2,5 millions de morts japonais dont 14 criminels de guerre.

Mr Naoki Hyakuta, one of a 12-strong management committee responsible for programming policy and budget-setting at the publicly-funded broadcaster, dismissed as "propaganda" the accounts of the 1937-8 orgy of murder and rape by Japanese troops as they rampaged through China. The comments, made during a stump speech for a right-wing candidate in Sunday's election for Tokyo governor, come after the newly-appointed head of NHK sparked anger with comments on Japan's wartime system of sex slavery and said the station's output should reflect government policy. They appear set to fuel fears among some commentators that NHK, one of the world's biggest broadcasters, is falling meekly into line with Prime Minister Shinzo Abe's aggressively nationalist agenda.

Naoki Hyakuta made his comments as he campaigned for a right-wing candidate in the Tokyo gubernatorial election. Mr Hyakuta, a prominent novelist, is one of 12 members of the NHK board of governors. He was picked by Prime Minister Shinzo Abe for the role late last year. "In 1938, Chiang Kai-shek tried to publicise Japan's responsibility for the Nanking Massacre, but the nations of the world ignored him. Why? Because it never happened," the Asahi newspaper quoted Mr Hyakuta as saying. Atrocities were committed by all sides in wars and that there was no need to teach such things to Japanese children, he said. His comments came in a stump speech on Tokyo on 3 February, the paper said. Asked about the reports, Japan's top government spokesman declined to comment. "I'm aware of the reports, but I've learnt (expressing personal views) doesn't violate the Broadcast Law," Yoshihide Suga said. The law bans the governors from serving as officers in political parties but not from being members, and their political activities are otherwise not restricted. Mr Hyakuta's comments come days after the broadcaster's new head, Katsuto Momii, said that the Japanese military's use of sex slaves during World War Two was a practice common in any country at war. "Such women could be found in any nation that was at war, including France and Germany," he said, describing international anger as "puzzling". But he later apologised, saying: "It is my lack of discretion in that I didn't understand the various rules. I think it was very inappropriate that I made the comments at such places." China says up to 300,000 civilians and soldiers died in Nanjing over the winter of 1937-38 after the Japanese military entered the city. Some Japanese historians dispute these figures.

The new chairman of Japan's national broadcaster NHK has expressed regret for defending the country's use of wartime sex slaves during remarks in which he also suggested he would toe the government line on key diplomatic issues. Katsuto Momii faced calls to resign over the comments, made at the weekend during his first press conference as head of NHK, and quickly drew criticism from South Korea, a victim of Japan's militarism in the first half of the 20th century. The furore also risks adding to the prime minister Shinzo Abe's diplomatic woes amid rising tensions with China and South Korea over territorial disputes and interpretations of Japan's wartime conduct. Momii said brothels were "common in any country at war" at the time, and described as "puzzling" criticism of Japan's enslavement of up to 200,000 mainly Korean, Chinese and Filipino women – euphemistically known as "comfort women" – in frontline brothels across Asia between 1932 and 1945. "Can we say there were none in Germany or France? It was everywhere in Europe," he said. "In the current moral climate the use of comfort women would be wrong. But it was a reality of those times. "Korea's statement that Japan was the only nation [that used sex slaves] is puzzling. Give us money, compensate us, they say, but since all of this was resolved by the Japan-Korea peace treaty, why are they reviving this issue? It's strange." Momii, the former vice-chairman of a trading house, with no previous broadcasting experience, acknowledged on Monday that his remarks had been "extremely inappropriate". He repeated his stance that he had been speaking in a private capacity, but said: "Even as an individual opinion, it is not something I should have said. It was my first time [speaking] at such an occasion and I did not know the rules." Momii had earlier attempted to withdraw the remarks after journalists pointed out that they were made during a press conference in his role as chairman of NHK, a hugely influential, publicly funded broadcaster. The ruling party in South Korea called on Momii to resign and apologise to the country's people. Lee Hye-hoon, a senior figure in the Saenuri party, described the comments as "heartbreaking" at a party meeting, according to a Saenuri statement quoted by Kyodo News. Lee said: "If there is a group of people with a conscience in Japan, how could a person like Momii, with such an unethical perception and who made such an absurd remark, become the head of the public broadcaster?" South Korea has demanded that Japan admit it forced young women into sexual slavery during its 1910-45 occupation of the Korean peninsula, and offer an official apology and compensation. Japan insists that all compensation claims were settled when the countries normalised diplomatic ties in 1965. In 1993, the then chief cabinet secretary, Yohei Kono, acknowledged Japan's use of wartime sex slaves and for the first time issued an official apology. Successive prime ministers have honoured the Kono statement, but in comments made before he became leader in December 2012, Abe suggested he wanted to withdraw it. Officials close to Abe reacted angrily to Momii's comments, with one calling for his resignation. "I am extremely angry because these gaffes are unthinkable for the head of a media company," the Asahi Shimbun quoted an unnamed cabinet minister as saying. "He should resign immediately." But the chief cabinet secretary, Yoshihide Suga, defended Momii's remarks at a press conference on Monday, saying they were his personal views, the Associated Press reported. Momii's comments echo those made last year by Toru Hashimoto, the rightwing mayor of Osaka, who sparked controversy when he said the use of wartime sex slaves helped "maintain discipline" among troops. Momii cast further doubt on NHK's commitment to editorial independence when he said it was "only natural" for the broadcaster to side with the government on contentious issues in its international output. Asked about Japan's dispute with China over ownership of the Senkaku islands in the East China Sea (known as the Diaoyu in China), Momii said: "International broadcasting is different from domestic. It would not do for us to say 'left' when the government is saying 'right.'" It was "only natural to state Japan's position in no uncertain terms", he said. Momii was seen as Abe's favoured candidate to head NHK. Last November, Abe was accused of handpicking allies to fill several posts on NHK's board of governors, which appointed Momii this month. Momii denied he was acquainted with Abe. It is not the first time the prime minister has been embroiled in controversy over NHK's editorial decisions. In 2005, he admitted he had urged NHK officials to alter the contents of a documentary about wartime sex slaves. Momii also dismissed concern, not least among other media organisations, about parliament's recent approval of a state secrets law that threatens whistleblowers and journalists with imprisonment. Now that the bill has become law, he said, there was no point in questioning it. "It would be a problem if the government's objective was the same as what concerns the public, but I don't think that is the government's purpose," he said. Momii observed the broadcaster's legal commitment to neutrality when asked about Abe's recent visit to Yasukuni shrine, which honours 2.5 million war dead, including several class A war criminals. "Since the prime minister made the visit based on his beliefs, that in itself is all right. I am not in a position to say whether it was right or wrong," he said. "All [NHK] can do is to simply say the prime minister visited Yasukuni."

A woman picked last year by the Japanese prime minister, Shinzo Abe, for the management board of the public broadcaster NHK has praised the ritual suicide of a high-profile rightwinger, saying his self-sacrifice made Japan's emperor a living god. The revelation comes after more than a week of controversy which has cast doubt on the editorial integrity of the broadcaster. A fellow board member dismissed the Nanking massacre as "propaganda" and the NHK director general said Japan's wartime system of sexual slavery was commonplace. In an essay distributed in October, a month before her appointment at NHK, Michiko Hasegawa praised Shusuke Nomura, an extreme nationalist who committed ritual suicide in the offices of the liberal Asahi newspaper in 1993 in protest at its mockery of his rightwing group. Since at least feudal times, suicide has been seen as a way of preserving honour in Japan. Famously, the rightwing author Yukio Mishima disembowelled himself after a failed coup attempt. "It is only to God human beings can offer their own lives," she wrote in the document, which has been posted online and was reported in Wednesday's edition of the Mainichi Shimbun. "If it is devoted in the truly right way, there could be no better offering. When Mr Shusuke Nomura committed suicide at the Asahi Shimbun headquarters 20 years ago, he … offered his death to God." Because Nomura uttered a prayer that the emperor may prosper, immediately before shooting himself three times in the stomach, "His Imperial Highness, even if momentarily, became a living God again, no matter what the 'Humanity Declaration' says or what the Japanese constitution says," she wrote. Japanese emperors were worshipped as demigods until Emperor Hirohito renounced his divinity in 1946, as part of the settlement demanded by allied occupiers after the second world war. The US-written postwar constitution stipulates the emperor is a symbol of the nation with no political power. Hasegawa, a 67-year-old academic, is one of a 12-strong board responsible for programming policy and budget-setting at the publicly funded NHK. Her essay was distributed at a Tokyo meeting in October, a week before the government presented her name and those of three other candidates for the board, the Mainichi said. Their appointments were endorsed by parliament on 8 November. Hasegawa's writings came to light after her fellow new board member Naoki Hyakuta claimed that the orgy of murder and rape visited on the then Chinese capital of Nanking (now Nanjing) by invading Japanese troops in 1937-38 had been fabricated. While historians do not agree on the total death toll – figures range from tens of thousands to 300,000 people – no serious academic suggests the brutal sacking of the city did not take place, although it is a canard beloved of Japan's extreme right. Neither board member has been called to account by the government – which officially accepts the Nanking massacre took place – and the top administration spokesman Yoshihide Suga has said members have a right to express personal opinions. He denies war crimes such as the 1937 Nanjing massacre, when Japanese troops killed thousands of Chinese civilians. Such views are common among revisionists in Japan. Mr Hyakuta, however, sits on the board of the nation’s public service broadcaster. NHK has annual revenue of more than $6bn (£3.7bn), putting it close to the BBC. Like the British broadcaster, it is obliged to be impartial and aloof from the political fray, so the company is under intense fire for the extraordinary views of four its governors, all reportedly handpicked by the right-wing Prime Minister, Shinzo Abe. The 12-member board controls programming policy and budgets. The furore began two weeks ago in a press conference by NHK’s new chairman, Katsuto Momii, who stunned journalists by saying it was “only natural” that NHK should follow the government line on Japan’s territorial disputes with its neighbours. “When the government says ‘left’ we can’t say ‘right’,” he said. He then defended Japan’s wartime system of sex slaves, saying such a system was “commonplace” in war. Next up it was the turn of board member Michiko Hasegawa. In an essay written a month before her appointment, she eulogised an ultra-nationalist who committed ritual suicide a decade ago in protest outside Japan’s liberal-left Asahi newspaper. “There could be no better offering,” said Ms Hasegawa.

Mr Hyakuta is a vocal supporter of Toshio Tamogami, the candidate for Tokyo governor who was sacked as air-force general in 2007 for denying the accepted narrative of the war. In a speech last week campaigning for Mr Tamogami, he called the Nanking Massacre a “fabrication”. The appointments have crystallised lingering fears about Mr Abe’s agenda. He wants to radically overhaul three of Japan’s basic modern charters: the 1946 pacifist constitution, the education law and the security treaty with the United States. Critics say such a far-reaching project would have profound consequences for Japan, but the NHK controversy seems to show that Mr Abe intends to shut debate down. “Momii is perfectly willing to, in effect, turn NHK into a propaganda mouthpiece of the current administration,” thundered an unusually fierce editorial in The Japan Times.

The battle lines around Mr Abe’s agenda are set to harden. His ruling Liberal Democratic Party is preparing to challenge the constitutional ban on collective self-defence, a pillar of Japan’s post-war pacifist stance. “PREPOSTEROUS,” SAID a U.S. Embassy spokesman in Tokyo. That is a charitable characterization of ahistorical and offensive statements by leaders of Japan’s public broadcasting network, NHK. First it was Katsuto Momii, the newly installed head of the network, who said that all countries involved in World War II provided “comfort women” to their soldiers. In fact, “comfort women” is a euphemism for a uniquely Japanese system that enslaved thousands of women, mostly Korean, transported them to military bases and forced them to engage in sex — to be routinely raped by Japanese servicemen. In many cases the enslavement lasted for years, and many of the women died. Then NHK board member Naoki Hyakuta denied that the 1937 Nanjing massacre occurred and said the United States staged its trials of alleged Japanese war criminals after Japan’s defeat in 1945 to cover up U.S. war crimes. It was the latter slander that caused the U.S. Embassy to tell Time magazine that “these suggestions are preposterous.” Why can’t Japan’s government bring itself to condemn these comments with equal clarity? When neighboring countries complain about Japanese attempts to rewrite or sugarcoat the history of World War II, Japanese officials like to point out that they can’t infringe on freedom of speech. Unlike in China, where honest discussion of historical subjects can get someone thrown in prison, Japanese are free to say what they like. But Prime Minister Shinzo Abe is also free to speak up, and his responsibility is particularly heavy in this case because he appointed Mr. Hyakuta to the board and engineered Mr. Momii’s installation in December. It’s not enough, as Japanese officials often do, to point to the remorse that some previous leader expressed years ago. Nor is it enough to deflect the offensive remarks by saying, as a government spokesman did, “Our understanding is that Chairman Momii made the comment as an individual.” In fact, statements Mr. Momii made in his official capacity are just as alarming, because he also suggested that the network — long admired for its independence and professionalism — should tilt toward a government line. “It would not do for us to say ‘left’ when the government is saying ‘right,’ ” he said. The prime minister, to his credit, then urged “all NHK employees, beginning with director Momii, to continue broadcasting fairly and impartially.” But the shadow of government pressure and the danger of self-censorship will not be easily erased. Most of Mr. Abe’s agenda makes sense for Japan and the U.S.-Japan alliance. He is trying to get Japan’s economy growing again, negotiate a free-trade agreement with the United States and other Pacific nations and slightly increase Japan’s defense budget and reinterpret its laws so that it can play a more useful role as an ally. But these policies are undermined by the kind of obtuseness reflected in the NHK flap. The rewriting of history helps those who would paint as dangerous militarism Japan’s legitimate efforts to bolster its international role. U.S. officials, too, are wondering whether Mr. Abe is primarily a nationalist or primarily a reformer. Only he can make clear whether he supports an independent press and rejects destructive historical denialism.
